The short answer
For short-term visits, ICA lists proof of onward travel as part of Singapore's general entry requirements. That makes a usable onward or return itinerary relevant even when the traveller does not need a Singapore visa.
A visa, when required, is permission to travel to Singapore and seek entry. The Visit Pass granted at the checkpoint determines how long the visitor may stay.

What to prepare
- A valid passport meeting the applicable validity requirement.
- A Singapore entry visa if your passport requires one.
- The SG Arrival Card within the required submission window.
- Proof of onward travel that is still usable at check-in and arrival.
- Any visa or entry permission required for the onward destination.

Why the onward destination matters
ICA's wording includes tickets and visas. That means the itinerary should not simply show that you leave Singapore; the next country also has to be a destination you can lawfully enter.
